10. The exceptions to this rule are:
domestic premises
where hazardous fly-tipped waste is removed from a site that would not normally produce hazardous waste
and exempt premises.

It’s equal to about 15 PC monitors . . . 10 car batteries . . . 500 flu’ tubes . . . or two fridge freezers.
To put it another way if you throw out a couple of PC monitors, a car battery, the canteen fridge and a handful of flu tubes in the year - you’re just about on the limit. It will only take a few cans of old paint and some oily rags to tip the balance.

 

17. How do we know which of our wastes, if any, come under the Hazardous Waste Regulations, and which don’t? To answer this we need to refer to the LoW.
So in this section we’re going to look at how to find our way around the LoW.
It’s important to know the characteristics of your waste in order to make decisions on how the waste can be treated, reprocessed or disposed of. If it’s going to landfill, for example, there are strict criteria for which waste types and characteristics are acceptable.
Every waste type in the list is identified with a six digit code.

 

20. For example, some vehicle parts manufacturers might find their wastes listed under chapter 12 (wastes from shaping and surface treatment of metals),
11 (inorganic wastes containing metals from metal treatment and the coating of metals) and 08 (wastes from the use of coatings).

However, the Indications of Danger, Categories of Danger in CHIP and the Hazardous Properties should not be confused. An Indication of Danger is a symbol used for labelling purposes only. What is needed to assess hazardous properties of the waste is the category of danger.
Also there is not always a correlation or a direct translation between what is deemed hazardous under Health and Safety legislation and the HW Regulations. For example the category ‘Sensitising’ has no associated hazard in the HW Regs. On the other hand, articles such as lead acid batteries, mercury tubes, and fridges are not classified as hazardous under CHIP 3.

 

58. Each party in the paper chain will fit one of three descriptions:
The consignor is the one sending the waste – usually the waste producer.
The Carrier is the one that takes the waste from one place to another.
And the consignee is the one receiving the waste.
Yes it may be obvious to some of you but if you’re new to this it can be confusing. Remember you’re first driving lesson and you won’t feel patronised.
59. It’s common to use NCR No carbon Required notes that are colour coded –
White for the consignor,
Gold for the Carrier and
Pink for the Consignee.

64. So much for single collections but what about consignment notes for multiple collections – where waste is collected from a number of premises and taken to the same Consignee.
The multiple collection procedure only applies under the following conditions:
Only one carrier is involved for the entire journey
More than one consignment of waste is collected during a journey
Each consignment is collected from different premises, of which none is a ship
All of the collections are made in England and Wales
All the consignments collected during the journey are delivered to the same consignee.
The forms for multiple collections are different from those used for single collections.
As well as a consignment note there is an Annex for multiple collections. This is for recording the details of each collection on the round. And although these are physically different forms they should be treated as the same note to ensure legal compliance.

 

66. This unique code needs to be determined according to a standard issued by the Environment Agency. It’s formed from a combination of the six character registration or premises code, issued by the Agency when the premises were notified, followed by a unique five character id.
It’s down to whoever prepares the notes to ensure that there are no two notes with the same consignment code. So you may need to develop your own foolproof system for producing the last five characters and making sure they are correctly incremented for each separate note.
